International CES, the annual gathering of consumer electronics manufacturers, distributors and retailers, is a reliable barometer for technology trends. As officials begin the arduous task of pumping corrosive seawater out of New York City?s subway system and try to restore power to lower Manhattan, and residents of the New Jersey Shore begin to take stock of the destruction, experts and political leaders are asking what Hurricane Sandy had to do with climate change. After all, the storm struck a region that has been hit hard by several rare extreme weather events in recent years, from Hurricane Irene to ?Snowtober.?
Scientists cannot yet answer the specific question of whether climate change made Hurricane Sandy more likely to occur, since such studies, known as detection and attribution research, take many months to complete. What is already clear, however, is that climate change very likely made Sandy?s impacts worse than they otherwise would have been.
There are three different ways climate change might have influenced Sandy: through the effects of sea level rise; through abnormally warm sea surface temperatures; and possibly through an unusual weather pattern that some scientists think bore the fingerprint of rapidly disappearing Arctic sea ice.
If this were a criminal case, detectives would be treating global warming as a likely accomplice in the crime.
Warmer, Higher Seas
Water temperatures off the East Coast were unusually warm this summer ? so much so that New England fisheries officials observed significant shifts northward in cold water fish such as cod. Sea surface temperatures off the Carolinas and Mid-Atlantic remained warm into the fall, offering an ideal energy source for Hurricane Sandy as it moved northward from the Caribbean. Typically, hurricanes cannot survive so far north during late October, since they require waters in the mid to upper 80s Fahrenheit to thrive.
Scientists said about 1?F out of the 5?F East Coast water temperature anomaly may have been due to manmade global warming. Warmer seas provide more water vapor for storms to tap into; this water vapor can later be wrung out as heavy rainfall, resulting in flooding.
The most damaging aspect of the storm was the massive storm surge that struck the coastline from Massachusetts to Maryland. Global warming-related sea level rise gave the surge a higher launching pad than it would have had a century ago, making it more damaging than it otherwise would have been. This is only going to get worse as sea level rise continues as a result of warming ocean waters and melting polar ice caps and glaciers.
The storm surge at The Battery in Lower Manhattan was the highest ever recorded at that location. It surpassed even the most pessimistic forecasts, with the maximum water level reaching 13.88 feet above the average of the daily lowest low tide of the month, known as Mean Lower Low Water, including a storm surge component of 9.23 feet. That broke the official record of 10.5 feet above Mean Lower Low Water set in 1960 during Hurricane Donna, as well as a record set during a hurricane in 1821.

Or, to put it in simpler terms, the water level reached 9.15 feet above the average high tide line.
Katharine Hayhoe, a climate researcher at Texas Tech University in Lubbock, said manmade climate change likely contributed to the storm surge at The Battery in Lower Manhattan, with 1 foot 3 inches of long-term sea level rise recorded at that location, the result of manmade sea level rise, sinking land, and ocean currents. She said the manmade contribution to the storm surge may have been a small amount.
But to the Metropolitan Transit Authority or Con Ed, the main electric utility in Manhattan, each inch of sea level rise matters a great deal.
If a similar storm were to strike New York in 2050, it would cause even more damage, since sea levels are expected to be considerably higher by midcentury. In fact, a recent study found that sea level rise has taken place at an accelerated rate at locations north of Norfolk, Va., and if this pace continues the Northeast could see much higher sea levels than other parts of the East Coast by midcentury.
A 2012 report by the U.N. Intergovernmental Panel on Climate Change (IPCC) found that sea level rise has likely increased extreme coastal high water events around the world.
By warming the seas and the atmosphere, global warming is also expected to alter hurricane frequency and strength, making North Atlantic hurricanes slightly more powerful, while reducing the overall number of storms during coming decades. Detecting such changes in the observational record is difficult, considering the varying ways people have kept tabs on hurricanes prior to the era of hurricane hunter aircraft flights and satellite imagery? A recent study published in the Proceedings of the National Academy of Sciences found that warmer sea surface temperatures are tied to an increase in stronger Atlantic hurricanes.
?Blocked? Weather Pattern
In addition, an unusual weather pattern in the northern hemisphere steered the storm in an unprecedented direction, as it made a dramatic ? and for many East Coast residents, catastrophic ? left hook right into coastal New Jersey. The east to west movement, which is exactly the opposite of how weather systems normally move in this area, helped maximize the storm surge, since a strong easterly air flow struck the coast at a right angle.

The upper air flow over the Atlantic Ocean was jammed by a powerful area of high pressure near Greenland and a storm system in the Central Atlantic, leaving the storm no escape route away from the U.S. Such patterns are known as ?blocking? events, and they have occurred with increasing regularity and intensity in recent years. Blocking patterns have been linked to several noteworthy extreme weather events, such as the deadly 2010 Russian heat wave and Pakistan floods, the 2003 European heat wave, and the March heat wave of 2012 in the U.S.
In this case, the blocking pattern occurred at precisely the wrong time -- when a hurricane was moving out of the Caribbean.
Weather Channel hurricane expert Bryan Norcross wrote about this on Oct. 26. ?The freak part is that a hurricane happens to be in the right place in the world to get sucked into this doubled-back channel of air and pulled inland from the coast,? he said. ?And the double-freak part is that the upper-level wind, instead of weakening the storm and simply absorbing the moisture ? which would be annoying enough ? is merging with the tropical system to create a monstrous hybrid vortex. A combination of a hurricane and a nor?easter.?
Some, though not all, scientists think the more frequent blocking events be related to the loss of Arctic sea ice, which is one of the most visible consequences of manmade global warming. The 2012 sea ice melt season, which ended just one month ago, was extreme, with sea ice extent, volume, and other measures all hitting record lows. The loss of sea ice opens large expanses of open water, which then absorbs more of the incoming solar energy and adds heat and moisture to the atmosphere, thereby helping to alter weather patterns. Exactly how sub-Arctic weather patterns are changing as a result, however, is a subject of active research.
Some researchers who warn that climate change is already being felt in extreme weather events, such as Kevin Trenberth of the National Center for Atmospheric Research in Boulder, Colo., are not yet convinced of the Arctic connection. Others, such as Hayhoe, think it is a ?plausible theory? that is worth investigating, although she noted there is evidence that Arctic warming may cause more blocking during the winter rather than during the fall.
James Overland, a scientist with the National Oceanic and Atmospheric Administration who recently published a study on how Arctic sea ice loss is altering the weather in the Far North, said it?s not clear whether Hurricane Sandy was just a freak event or a sign of things to come. ?What was highly unusual to me was the slowing down of the jet stream that normally turns hurricanes out to sea, allowing Sandy to directly [make] landfall,? he said in an email conversation. Yet, he said it?s important to recognize that there is still a huge role played by randomness, or chaos, in global weather patterns. ?Having looked at a lot of weather maps, I don?t think it?s entirely legitimate to make a big possibility for an Arctic connection with Sandy rather than the chaos default,? he said.
And while climate change has undoubtedly altered the background conditions in which all weather systems are born, scientists said that natural variability still plays a very large role, and may have been the dominant factor with Hurricane Sandy.
Martin Hoerling, a researcher at the Earth Systems Research Laboratory, also in Boulder, is a proponent of this view. ?Great events, like this meteorological one, can happen with little cause(s). Individually, neither the tropical storm nor the extratropical storm that embraced it, were unusual,? he said via email. ?What makes this a rare, perhaps once in a lifetime event, is the fortuity of their timely (?untimely? as far as most are concerned who sit in harms way) intersection.?
Regardless of the chain of events that led to this disaster, Hurricane Sandy is almost certain to wind up being one of the top 10 costliest hurricanes on record, and it comes soon after Munich Re, a global insurance giant, warned of increasing natural disaster losses in the U.S., a trend the company said is related to global climate change.
And regardless of unequivocal linkages between this particular storm and manmade climate change, questions related to future human-caused changes ? how they will make this type of event more likely and destructive, through a combination of sea level rise, extreme weather trends, and vulnerability of coastal populations and infrastructure, deserve to be asked and may be much easier to answer.

NEW YORK (AP) ? Millions of people from Maine to the Carolinas awoke Tuesday without power, and an eerily quiet New York City was all but closed off by car, train and air as superstorm Sandy steamed inland, still delivering punishing wind and rain.
The full extent of the damage in New Jersey, where the storm roared ashore Monday night with hurricane force, was unclear. Police and fire officials, some with their own departments flooded, fanned out to rescue hundreds.
"We are in the midst of urban search and rescue. Our teams are moving as fast as they can," Gov. Chris Christie said. "The devastation on the Jersey Shore is some of the worst we've ever seen. The cost of the storm is incalculable at this point."
The death toll from Sandy in the U.S. climbed to 18, including six in New York, four in Pennsylvania and three in New Jersey, with most of the victims killed by falling trees. Sandy also killed 69 people in the Caribbean before making its way up the Eastern Seaboard.
At least 7.4 million people across the East were without electricity. Airlines canceled more than 12,000 flights.
Lower Manhattan, the financial center of the U.S., was among the hardest-hit areas after the storm sent a nearly 14-foot surge of seawater, a record, coursing over its seawalls and highways and into low-lying streets.
Water cascaded into the gaping, unfinished construction pit at the World Trade Center, and the New York Stock Exchange was closed for a second day, the first time that has happened because of weather in more than a century.
A huge fire destroyed as many as 100 houses in a flooded beachfront neighborhood in Queens on Tuesday, forcing firefighters to undertake daring rescues. Three people were injured.
A downtown hospital, New York University's Tisch, evacuated 200 patients after its backup generator failed. About 20 babies from the neonatal intensive care unit were carried down staircases and on battery-powered respirators.
And a construction crane that collapsed in the high winds on Monday still dangled precariously 74 floors above the streets of midtown Manhattan.
With water standing in two major commuter tunnels and seven subway tunnels under the East River, there was no indication of when the nation's largest transit system would be rolling again. It shut down Sunday night ahead of the storm.
Joseph Lhota, chairman of the regional Metropolitan Transportation Authority, said the damage was the worst in the 108-year history of the New York subway.
Millions of more fortunate New Yorkers surveyed damage as dawn broke, their city brought to an extraordinary standstill.
"Oh, Jesus. Oh, no," Faye Schwartz said she looked over damage in neighborhood in Brooklyn, where cars were scattered like leaves.
Besides the subway and the stock exchange, most major tunnels and bridges in New York were closed, as were schools, Broadway theaters and the metropolitan area's three main airports, LaGuardia, Kennedy and Newark.
"This will be one for the record books," said John Miksad, senior vice president for electric operations at Consolidated Edison, which had more than 670,000 customers without power in and around New York City.
In New Jersey, a huge swell of water swept over the small town of Moonachie, near the Hackensack River, and authorities struggled to rescue about 800 people, some of them living in a trailer park. Police and fire officials used boats to try to reach the stranded.
Jersey City was closed to cars because traffic lights were out, and Hoboken, just over the Hudson River from Manhattan, dealt with major flooding. In Atlantic City, most of the world-famous boardwalk was intact, but pieces washed away Monday night.
Remnants of the hurricane were forecast to head across Pennsylvania before taking another sharp turn into western New York by Wednesday morning. Although weakening as it goes, the storm will continue to bring heavy rain and flooding, said Daniel Brown of the National Hurricane Center in Miami.
As Hurricane Sandy closed in on the Northeast, it converged with a cold-weather system that turned it into a monstrous hybrid of rain, high wind ? and even snow in West Virginia and other mountainous areas inland.
Just before it made landfall at 8 p.m. near Atlantic City, N.J., forecasters stripped Sandy of hurricane status, but the distinction was purely technical, based on its shape and internal temperature.
While the hurricane's 80 mph winds registered as only a Category 1 on a scale of five, it packed the lowest barometric pressure on record in the Northeast, giving it terrific energy to push water inland.
President Barack Obama declared a major disaster in the city and Long Island. The storm brought the presidential campaign to a halt with a week to go before Election Day.
In New York, the construction crane atop a 1,000-foot, $1.5 billion luxury high-rise in midtown Manhattan dangled for a second day while authorities tried to figure out how to secure it. Thousands were ordered to leave nearby buildings as a precaution, including 900 guests at the ultramodern Le Parker Meridien hotel.
Alice Goldberg, 15, a tourist from Paris, was watching television in the hotel ? whose slogan is "Uptown, Not Uptight" ? when a voice came over the loudspeaker and told everyone to leave.
"They said to take only what we needed, and leave the rest, because we'll come back in two or three days," she said as she and hundreds of others gathered in the luggage-strewn marble lobby. "I hope so."
An explosion Monday night at a substation for Consolidated Edison, the main utility service New York City, knocked out power to about 310,000 customers in Manhattan.
"It sounded like the Fourth of July," Stephen Weisbrot said from his 10th-floor apartment.
One of the units at Indian Point, a nuclear power plant north of New York City, was shut down Monday night because of electrical grid problems, said Entergy Corp., which operates the plant. The company said there was no risk to the public.
And officials declared an "unusual event" at the Oyster Creek nuclear power plant in Lacey Township, N.J., the nation's oldest, when waters surged to 6 feet above sea level during the evening.
Within two hours, the situation at the reactor ? which was offline for regular maintenance ? was upgraded to an alert, the second-lowest in a four-tiered warning system.
In Baltimore, fire officials said four unoccupied rowhouses collapsed in the storm, sending debris into the street but causing no injuries. A blizzard in western Maryland caused a pileup of tractor-trailers that blocked part of Interstate 68 on slippery Big Savage Mountain.
"It's like a long-tailed cat in a room full of rocking chairs up here," said Bill Wiltson, a Maryland State Police dispatcher.
Hundreds of miles from the storm's center, gusts topping 60 mph prompted officials to close the port of Portland, Maine, and scared away several cruise ships.

Metropolitan areas are the engines of the global economy, and American competitiveness depends on their vitality.
To continue their dominance, metropolitan areas must position themselves to compete in the next economy. This is an economy that is fueled by innovation, clean economy solutions, global trade and investment, and opportunities for working families. It will be fundamentally metropolitan in form and function. The next economy will also produce more jobs to recover those lost during the downturn, better jobs to grow wages and incomes for lower- and middle-income workers, and accessible jobs open to workers at various educational levels and geographies.
To achieve this vision, the Metro Program is helping metropolitan leaders apply the next economy framework, enabling them to: 1) economically situate their metropolitan area?s starting point in the global marketplace through rigorous empirical research; 2) innovate locally by adopting transformative economic growth strategies that build on their distinct assets; 3) network globally with business, civic, and government leaders in metropolitan areas across the globe to forge new trade and investment partnerships; and 4) advocate nationally by promoting state and federal policy ideas and platforms that are in service of metropolitan growth.
Situate Economically ? The Metro Program helps state and regional leaders understand their unique market strengths by producing detailed economic and demographic analyses of the nation?s 100 largest metropolitan areas. In the past, this included analyses of the level and types of exports, clean jobs, manufacturing employment, and skilled workers within and across the largest metro areas. The program also issues the quarterly MetroMonitor series and annual Global Metro Monitor that tracks the varied progress of economic recovery across metropolitan areas in the United States and internationally; the Metropolitan Opportunity Series that documents the geography of American poverty and the growing disparities in America?s suburbs; and the State of Metropolitan America series that provides timely demographic analysis with emphasis on the immigration debate and the 2010 Census.
Over the next year, the Program will release new analyses on innovation, foreign direct investment, human capital and skills development, and freight flows, as well as additional research on the clean economy, opportunity and demographics. Beginning in 2013, the Program will provide each major U.S. metropolitan area with MetroIntelligence ? an interactive database that will allow users to customize data to suit their needs among a wide variety of metropolitan-level indicators, helping decision makers understand their starting economic points and inform economic growth strategies.
Innovate Locally ? The Metro Program works closely with metropolitan leaders to help them adopt more productive, sustainable, and inclusive economic growth strategies. This includes helping them design tailored strategies for regional economic growth that then inform state and federal policy and corporate practice. The program also hosts peer-to-peer learning sessions to share best practices, spur replication, and institutionalize systemic change in more metropolitan areas.
For example, as part of the Brookings-Rockefeller Project on State and Metropolitan Innovation, the Program has tested and applied the principles and discipline of private sector business planning to regional economic development through Metropolitan Business Plans in Chicago, Minneapolis-Saint Paul, Northeast Ohio, and Puget Sound, with forthcoming plans for New York, Louisville-Lexington, Memphis, Phoenix, and Syracuse. It also worked with Los Angeles, Minneapolis-Saint Paul, Portland, OR, and Syracuse to create Metropolitan Export Plans to strengthen domestic and global exports of core industries. More cities will adopt export plans through the formal Metropolitan Export Exchange, a 6-12 month program for teams of metropolitan leaders to help successfully design, launch and implement more unique plans. It is also partnering with Detroit leadership to attract private investment for a proposed ?innovation district;? helping Buffalo invest $1 billion of state funds to leverage private capital and fundamentally reinvent its economy; informing Baltimore?s efforts to better link the next economy to the region?s low-income workers and neighborhoods; and working with Newark to promote and bolster its urban manufacturing sector. The Metro Program is also highlighting transformative investments in transportation, low carbon energy, advanced manufacturing, and urban regeneration that have the potential to catalyze and reinvent the economy in metropolitan areas across the country. Network Globally ? Building on the need for major U.S. urban and metropolitan engines to fully engage the world, the Global Cities Initiative: A Joint Project of Brookings and JPMorgan Chase aims to equip U.S. metropolitan leaders with the information, policy ideas, and global connections necessary to make strategic decisions and investments as they work to bolster their position within the global economy. The goals of the Global Cities Initiative are: 1) to help American city and metropolitan leaders become more ?globally fluent? by unveiling the economic and demographic starting points of their communities; 2) to provide these leaders with proven, tangible ideas for how to expand the global reach of the economies; and 3) create an international network of leaders from global cities that naturally trade together and grow together. To meet these goals, the Initiative holds four major conferences each year?three domestically and one internationally?that will drive discussion, consensus, and action around best practices and strategies for regional economic growth. Advocate Nationally ? The Metro Program helps metropolitan leadership scale their bottom-up policy and practice innovations up to the state and federal levels. The Program has already made progress within states, which includes: helping Nevada Governor Brian Sandoval advance a new statewide economic strategy that would transition the state to more productive economy around industry cluster strengths;; advising New York Governor Andrew Cuomo on the state?s Regional Economic Development Council Initiative; preparing a detailed analysis and policy recommendations for Michigan?s urban and metropolitan areas; and teaming up with McKinsey to produce advanced industry agendas for Colorado and Tennessee.
At the federal level, the Metro Program continues to inform the federal transportation and infrastructure debate through the Metropolitan Infrastructure Initiative. And, in anticipation of the November 2012 elections, the Program is advancing a series of policy recommendations to inform the early days of the next presidential term and Congress. The Federal 160-Day Project will include an overarching framing paper to set the context and explain the need?and proposed means?for helping the nation move toward a more innovative, production-oriented, economic model. A series of compact policy proposals will provide illustrative policy recommendations to support this new direction, requiring that Washington do less, better on three fronts: cut to invest; invest but reform; and strengthen federalism.
Finally, the Vice President and Co-director of the Program, Bruce Katz, is in the final stages of writing a book, Metro Revolution, to be release in April 2013. This book will serve as a call to action for political, corporate, and civic leadership ? which will also inform the Program strategic direction moving forward.

The Metro Program is led by co-directors and founders Bruce Katz and Amy Liu. The Director of Communications and Engagement will join Bruce, Amy, and the rest of the management team, making for a management team of eight. The other management team members represent research, policy, infrastructure, development, finance & administration. The team oversees all operational and administrative aspects of the Program, developing goals, priorities, strategies, and operational metrics.
Position Description:
Reporting to Vice-president and Co-director Bruce Katz and Deputy Director and External Affairs Officer Carrie Kolasky, the new Director will be responsible for developing and implementing a communication and engagement program that reflects the dynamism of the Program and advances the interests of the Program?s programmatic vision.
The Director will provide leadership to a four person communication staff and will work closely with other program leaders to develop and embed communication capability across the Program. The Director must have a strong understanding of the marketplace of ideas, and how to message into that marketplace effectively ? therefore the Director must be able to deliver both strategy development and day-to-day know how in an environment of rapidly evolving tools and methodologies.
The Director will work to ensure there is a deepening interconnection and cross-pollination among the initiatives within the Metro Program, including tracking the impact of program efforts. The Director will also work to leverage Brookings? and Metro?s brands with external stakeholders and consultants, in order to advance its program initiatives.
In this role, the Director will effectively utilize more traditional media/communication vehicles (including relationships with ?elite media?), as well as social media and other online formats to ensure information about the Program is accurate, consistent and accessible to external audiences. The Director is responsible for the overall planning, budgeting, staffing, and execution of all communication activities consistent with policies established by the Co-Directors and goals of the Metro Program.

The Pennsylvania Turnpike is banning some vehicles starting from the Carlisle interchange and east to New Jersey during Hurricane Sandy.
It has also reduced the speed limit to 45 mph along that stretch.
Banned are commercial and passenger vehicles pulling trailers, double trailers, empty tractor-trailers, motorcycles and recreational vehicles.

The first UK's first fourth generation (4G) mobile service has gone live in 11 cities.
London, Manchester, Bristol, Birmingham, Cardiff, Edinburgh, Leeds, Liverpool, Sheffield, Glasgow and Southampton will have access to network EE's 4G from Tuesday morning.
Other mobile networks will not be able to offer 4G until next year.
Critics have questioned the service's affordability ? particularly with regard to data usage allowance.
Belfast, Derby, Glasgow, Hull, Newcastle and Nottingham will be active by Christmas, the company said.
Network EE, formerly known as Everything, Everywhere and which owns Orange and T-Mobile in the UK, has promised speeds of between 8 to 12Mbps ? up to five times faster than third generation mobile technology, known as 3G.
The extra speed and capacity allows for high-quality streaming of audio, video and other content while on the move.
The company said as well as giving customers faster internet, 4G would also be of big benefit to businesses.
All-you-can-eat world
However, such benefits come at a cost ? the entry tariff of ?36 per month includes 500MB of data, beyond which an add-on cost must be paid if the user wishes to carry on using the internet on their mobile.

However an hour of streaming a programme using, for example, the BBC iPlayer mobile app, can use up to 225MB ? almost half the entry level tariff's data allowance limit.
The add-on costs for extra data begins at ?3 for 50MB, and extends to ?20 for 4GB.
The company's top tariff for standard customers will cost ?56 per month, and has a data allowance of 8GB.
EE boss Olaf Swantee has said that the pricing is based on "months of consumer research" and that the tariffs have been priced at "the sweet spot".
But Matthew Howett, a regulation analyst at Ovum, said EE has a challenge in convincing consumers their 4G is good value for money.
"It's fair to say that EE has attracted a fair degree of criticism not so much for the price of the 4G tariffs, but rather on the amount of data bundled at each level," he said.
"EE was always going to have a difficult role to play being the first mover.
"However, its peers may be grateful for attempting to move away from an all-you-can-eat world for data to an attempt to monetise it.
"Too quickly data became commoditised for operators once smartphones and other connected devices proliferated."
User poaching
A successful 4G launch is seen as critical for EE if it is to poach customers from other networks.

EE was granted its headstart in the 4G market last month when it was given permission to run the next-generation service using its existing bandwidth.
Its competitors are unable to offer 4G until the conclusion of a spectrum auction scheduled for early next year.
The auction will determine how newly available signal spectrum will be offered to the other networks.
The process had been continually delayed by a combination of factors, from a change of government to threats of legal action from operators.
On 2 October, O2 and Vodafone agreed not to take legal action against EE, and instead settled for assurances that the process of launching their own 4G services would be sped up.
But since EE's 4G announcement, rival networks have sought to undermine the firm's offering.
In a statement on its website, Vodafone underlined what it saw as a weakness in EE's 4G ? indoor coverage.
"Indoor coverage matters," the company wrote.
"That's why we've made a commitment to provide 98% indoor coverage.
"The reason we can do this is because we intend to use 800MHz frequency. Without getting too technical, this means your signal travels further into your home than any 4G signal that's available now, all things being equal."

NEW YORK (AP) ? New York City shut down its mass transit system, closed its schools and ordered hundreds of thousands of people to flee their homes Sunday in the face of increasingly dire predictions about the wall of water that could hit the nation's largest city as part of the superstorm bearing down on the East Coast.
A seawater surge of anywhere from 6 to 11 feet threatened to swamp parts of lower Manhattan, flood subway tunnels and knock out the underground network of power, phone and high-speed Internet lines that are the lifeblood of America's financial capital.
Subway, bus, Metro-North and Long Island Rail Road service were all suspended Sunday night. Officials said bridge and tunnel closings would be decided on a "case-by-case basis."
While the New York Stock Exchange will close its trading floor, Big Board trading will continue electronically.
The United Nations announced plans to close on Monday and canceled all meetings at its headquarters.
After days of seeming to take the storm in stride, New Yorkers packed grocery stores for supplies and scrambled to get out of flood zones.
Clutching a white pillow in her left hand and two computers in another, Alyssa Marks rushed to get to the subway before it stopped running Sunday evening.
As she hurried to leave her apartment in a lower Manhattan evacuation zone for a friend's place on higher ground, she'd gotten cash but had not time to get toiletries and water.
"I'm nervous, but I'm also excited," she said as she left her apartment. "We're going to get some wine, cuddle up and watch movies."
Still, some hardy residents said they weren't going anywhere, even as the mayor urged them to go.
"If you don't evacuate, you're not just putting your own life in danger ? you are also endangering the lives of our first responders who may have to come in and rescue you," Mayor Michael Bloomberg said at a news conference Sunday as he announced a mandatory evacuation affecting 375,000 people in low-lying areas from the beaches of Queens to the glassy high-rises of Battery Park City. "This is a serious and dangerous storm."
After days of more modest warnings, the tone grew sharper Sunday as the National Hurricane Center predicted "life-threatening flooding" for areas including New York Harbor. Louis Uccellini, the National Oceanic and Atmospheric Administration's environmental protection chief, called the projected storm surge "the worst-case scenario" for New York City, Long Island and northern New Jersey.
Gov. Andrew Cuomo deployed National Guard troops to the city and Long Island as President Barack Obama signed an emergency declaration enabling the federal government to provide support and resources to state and local governments.
Consolidated Edison weighed the possibility of shutting down power in parts of lower Manhattan to protect equipment. Broadway shows were canceled for Sunday and Monday. One small hospital was being evacuated, while several others were moving patients to higher floors.
America's biggest public school system, which serves 1.1 million students, was ordered closed Monday, while many of the schools opened Sunday as emergency shelters.
Ralph Gorham watched the sea get rough, but he planned to weather the storm at the Red Hook Lobster Pound, the seafood business he co-owns in a low-lying part of Brooklyn.
"I'm not leaving. My house is here. My business is here," he said. "When the bell tolls, you live with it."
The megastorm ? a predicted combination of Hurricane Sandy, a wintry system moving in from the west and cold air streaming down from the Arctic ? marked the second time in 14 months that New York City has faced a scenario forecasters have long feared: a big hurricane hitting the city or a bit south, such that the cyclone's counterclockwise winds drive water into miles of densely populated shoreline.
Hurricane Irene ultimately came ashore as a tropical storm in Coney Island, with a four-foot storm surge that washed over parts of the southern tip of Manhattan but didn't wreak the havoc that officials had feared, although it caused tremendous damage elsewhere. Some experts have said that a surge three feet higher could have caused huge damage.
The deluge from the approaching superstorm may well be worse than Irene's ? and longer lasting, forecasters said. Bloomberg warned that damaging flooding could start with high tide Sunday night and continue into Tuesday afternoon.
With the worst of the surge expected Monday night, the key factor is whether it coincides with the higher-than-usual full moon high tide, said Klaus Jacob, a Columbia University researcher who has advised the city on coastal risks. But in any case, he said he expected the subway system to be at least partially flooded.
"I do not think that there's enough emergency measures that will help prevent the subway from flooding," Jacob said.
Bloomberg announced evacuations at about 11:30 a.m., telling people to be out just 7? hours later. The city was alerting residents with cellphone emergency warning systems, its own Notify NYC system of emails and phone calls, and police cars going down streets with bullhorns.
To those who refused to leave, Bloomberg had a message.
"They won't be arrested. But I would argue they are being very selfish," said the mayor, noting rescue crews will still try to help them if they are flooded. "We aren't going to leave them to die. We are going to save them."

JERUSALEM (Reuters) - Israeli Prime Minister Benjamin Netanyahu on Monday overcame opposition within his party to an alliance with a far-right group that opinion polls predict will help him triumph in a January election.
Netanyahu had angered many Likud party faithful with a surprise announcement on Thursday of the merger with Foreign Minister Avigdor Lieberman's ultra-nationalist party.
Some of Likud's 3,700-member ruling body tried to stall the vote by petitioning for a secret ballot, but the alliance won a quick show of hands after Netanyahu pledged in a speech that the move would "not change Likud" or supplant its leadership.
"I've got news for you, I intend to lead Israel for many years to come," he said to loud applause in a packed Tel Aviv auditorium.
Some in Likud had objected to the merger with Lieberman's faction, citing his Yisrael Beitenu party's widely-criticized legislative moves questioning the loyalty of Israeli Arabs and calls to investigate foreign funding of organizations, a move seen as targeting liberals.
Others worried that the deal, which divides up parliament seats between the parties, could rob them of re-election.
But many in Likud seemed swayed by opinion polls suggesting the new alliance would easily triumph in the January 22 national vote. Summing up his own decision to back the union, Vice Prime Minister Silvan Shalom said on Israel Radio ahead of the vote:
"It's true they didn't consult with us as they should, but now that the train has left the station, the risk of cancelling the deal is greater. The prime minister made a decision and it should be accepted."
NETANYAHU AHEAD IN POLLS
Three surveys published on Sunday and Monday showed Netanyahu's new bloc winning 35 to 43 seats in the 120-member parliament, well ahead of 20 to 23 for left-of-centre Labor, and a dozen to 15 seats for other centrist parties.
The only challenger seen as possibly threatening Netanyahu's lead was ex-prime minister Ehud Olmert, former leader of the centrist Kadima party, who has not yet said whether he will run since his acquittal on most of the corruption charges that forced his 2008 resignation.
A poll published on Monday in the Maariv newspaper showed Olmert winning just 10 parliament seats to 42 for Netanyahu's Likud-Beitenu bloc. The gap was narrower when Olmert's support was combined with that of other centrists such as former TV news anchor Yair Lapid, running as head of a separate party.
Some pundits see a possible comeback by former foreign minister Tzipi Livni as a potential wild card in the race. Livni quit parliament in March after losing a party leadership race in Kadima to former general Shaul Mofaz.
Livni and other centrists have been holding talks with Labor party leader Shelly Yachimovitch on the possibility of forging a broader ticket against Netanyahu.
But most polls predict right-wing and religious parties more closely allied with Netanyahu will win a solid majority in the election.

A few weeks ago, I decided it?d been entirely too long since I paid a visit to the good people at Flying Bison Brewing Company. ?With the brewery (located on Ontario St.) situated vaguely between my home and office, I?ve kicked myself on many-a-Friday for not bringing an empty growler to fill up during their weekend sampling/retail hours.
Last Friday, I put on my responsible-adult hat for once, and actually remembered to bring one. ?I was excited when I called the brewery to hear that they were featuring a small-batch beer called Bison Ordinary Bitter, and eagerly anticipated my trip to the brewery (potentially the friendliest place on the planet) all day at work.
As a fan of English styles, I knew what to expect from the otherwise misleading name, Bison Ordinary Bitter. ??Bitter? in English beer terms describes a beer that is rarely, in fact, very bitter. ?These are quaffable ales where malts are huge players, nicely balanced by mild English hops. ?They are the standard, everyday ales served at many pubs around the UK, and generally labeled in tiers of Ordinary, Special (or Best) and Extra Special Bitter (the world-famous ESB style), with ABV as the main distinguisher. ?Ordinary Bitters float between 3-4%, a true ?session ale?. ?The closest American examples (aside from ESBs, which are fairly plentiful) would be Pale Ales (a term also used in the UK), but American Pale Ales are generally more aggressively hopped with piney/citrusy hops from the Pacific Northwest, and have higher alcohol content than their British counterparts.
Enough of my pretentious diatribes on British beer. ?Point is, I was excited to try a locally-brewed, low-alcohol session beer, something that is rare to find around these parts aside from your average Can-Am Macro Swill.
I expect a certain consistency from Flying Bison, and Bison Ordinary Bitter did not disappoint one lick. ?The beer pours a light caramel/amber color with a 1/4 inch head that fades to bubbles and lace, but lingers as you drink the beer. ?This is not easy to see from my picture, of course this was a growler fill and not fresh from the tap. ?The beer has a nice, medium carbonation and the bubbles dance in the glass. ?It looks nicer than my crappy cell phone picture lets on.
The aroma is thin, but present, sweet grainy/caramel-ish malt and some mild, slightly fruity hop notes. ?The low gravity of the beer is evidenced in the light body, which is accompanied by a semi-dry finish and effervescent mouthfeel. ?The brew has a great fresh/crisp malt flavor. ?It?s very light, but solid enough to satisfy the serious beer drinker. ?The hops are definitely there to balance the light maltiness with a nice, clean bitterness and some lingering earthy hop flavor. ?The beer is tasty, mild and extremely drinkable. ?I very much enjoyed the ultra-fresh flavor, a perk of getting your beer diredt from the source.
Overall, this is a solid brew. ?With the right marketing, I could easily see this as an entry-level craft beer for the ?I only drink Bud Light? crowd ? but it would probably need a different name first. ?It didn?t sound like there was any plan to brew this again soon, but I personally hope that FBBC makes it a semi-regular thing. ?There are not enough flavorful low-alcohol beers around Buffalo.
I suppose I?ll close with the vitals. ?This brew rang in at 3.8% ABV and was $9.50 for a growler. ?I understand that there is a new collaboration effort with Gordon Biersch on tap, so I?m guessing this has been kicked and there is no more ? but if you?re interested, I?d say it?s worth stopping to ask. ?The worst that can happen is you see another beer you?re interested in and enjoy that instead.

AVON LAKE, Ohio (AP) ? Mitt Romney is sketching out political contingency plans that include temporarily suspending campaigning altogether if Hurricane Sandy turns deadly.
The Republican presidential candidate plans to go ahead with three rallies in three states on Monday, including a midday event in Avon Lake, Ohio. But, given the storm, he is expected to moderate his criticism of President Barack Obama and encourage supporters to make donations to relief efforts for storm victims.
Romney's Boston headquarters is monitoring storm developments and reviewing plans.
The campaign is also considering whether to send Romney to New Jersey later in the week to survey storm damage with Gov. Chris Christie.
Obama returned to the White House on Monday morning after canceling political events scheduled for Monday and Tuesday in several states.
