House, Senate negotiators agree on Iran sanctions

(AP) ? House and Senate negotiators reached agreement Monday on a new round of stifling sanctions on Iran, targeting energy, shipping and insurance sectors with punitive measures to derail Tehran's suspected push for nuclear weapons.

Lawmakers filed a final bill late Monday that expands on existing penalties, with a House vote expected as early as Wednesday. Congress has just a week before a monthlong August recess and members see the legislation as the last chance to impose crippling sanctions that hit Iran's economy and its ability to finance its nuclear program.

"The bill sends a clear message to the Iranian regime that the U.S. is committed, through the use of sanctions, to preventing Iran from crossing the nuclear threshold," said Rep. Ileana Ros-Lehtinen, R-Fla., chairwoman of the House Foreign Affairs Committee.

Sanctions have broad bipartisan support in Congress. Crucial to the bill is the strong backing of the American Israel Public Affairs Committee, the powerful pro-Israel lobbying group.

Sen. Tim Johnson, D-S.D., chairman of the Senate Banking Committee, said the bill reconciles the House and Senate bills and incorporates new provisions from lawmakers. He vowed to help pass it in the Senate before Congress adjourns.

Unless Iranians, "come clean on their nuclear program, end the suppression of their people, and stop supporting terrorist activities, they will face deepening international isolation and even greater economic and diplomatic pressure," Johnson said.

The two lawmakers and their staff worked for weeks behind closed doors to come up with a bill.

The bill would sanction many transactions related to the energy sector and prohibit Iran from transferring money back to the country from oil sales to foreign nations.

Any company shipping proliferation-sensitive goods to Iran would be subject to penalties under the bill, a provision pushed by Sen. Bob Menendez, D-N.J. The bill also calls for sanctions on anyone who provides insurance or reinsurance to a shipping service from Iran. One of the main targets of the measure is the National Iranian Tanker Co., the state-run company and shipping line.

The bill also would deny visas and freeze assets on individuals and companies that supply Iran with technology that could be used against its citizens, such as tear gas, rubber bullets and surveillance equipment. The bill extends those sanctions on human rights violators to Syria, where President Bashar Assad's regime is accused of a bloody crackdown against protesters

The bill targets Iran's Revolutionary Guard Corps and requires companies that trade on the U.S. stock exchange to disclose any Iran-related business to the Securities and Exchange Commission.

The bill also goes after anyone who helps Iran evade oil sanctions through reflagging of vessels and any entity that is involved in uranium mining with Iran worldwide. Sanctions also would extend to anyone who transports crude oil from Iran and hides its origin, or carries refined petroleum products to Iran.

The United States and Europe argue that depriving Iran of its oil income would thwart its suspected drive for nuclear weapons. Iran has exported 2.5 million barrels of oil per day to Europe, China, India, Japan and South Korea. U.S. officials say the penalties have reduced Iran oil exports to less than 1.8 million barrels per day, costing Iran about $63 million per day.

But while Congress works on more sanctions, their effectiveness in deterring Iran from pursuing nuclear weapons is being challenged.

"All the sanctions and diplomacy so far have not set back the Iranian program by one iota," Israeli Prime Minister Benjamin Netanyahu said this past weekend.

A few lawmakers said they were frustrated that the legislation didn't go far enough.

Several proponents of tough sanctions such as Rep. Ted Deutch, D-Fla., Sen. Mark Kirk, R-Ill., Rep. Robert Dold, R-Ill., and Rep. Brad Sherman, D-Calif., had pressed negotiators to blacklist Iran's energy sector, labeling it a "zone of proliferation concern" that effectively bans all business.

But the bill says the president should impose sanctions and the provision is non-binding.

Lawmakers also pushed for sanctions on the directors and shareholders of organizations like SWIFT, the Society for Worldwide Interbank Financial Telecommunications, unless they stop providing services to the Central Bank of Iran. The draft bill does not target the directors.

Mark Dubowitz, a sanctions expert and executive director of the Foundation for Defense of Democracies, described the legislation as a "strong bill that fills numerous loopholes and tightens the sanctions requirements but it could be a lot tougher" if Congress understood as much about the psychology as the legality of sanctions. Dubowitz said Iran often figures out ways to get around the penalties.

The new legislation builds on penalties that went into effect this year. Those sanctions target foreign financial institutions that do business with Iran's central bank by barring them from opening or maintaining correspondent operations in the United States. It applies to foreign central banks only for transactions that involve the sale or purchase of petroleum or petroleum products.

Bound by desire...: Conversation prompts

Last week I told you I'd be providing you with a series of writing prompts over the next few weeks. Today is ?the second set of those prompts. Remember, the main focus here is practice. So, to that end...

1. Determine how much time each week you wish to set for practice (remember, musicians and athletes practice for several hours A DAY; serious writers should consider following their example).

2. Choose one prompt as a 5-10 minute warm-up write. Use this time to relax and get your head in the writing game, so to speak.

3. Choose a second prompt for a longer writing, 30-45 minutes. Tie the prompt to a work in progress or start fresh. Be cognitive of the choices you're making as you're writing. Note the techniques you use, the sentence structure, the arrangement of words.

4. Reflect. This is the step we most often ignore and yet it's the step where the learning takes place. After you've done both writings, take another 10 minutes and, in writing, record what you did, how you did it, what you learned, what you need to change either in your process or your writing. Don't skip this step!

Remember, every artist needs to hone his/her skills. Use these prompts to hone yours.

This week's prompts are centered around?conversation. As you write, let the dialogue take center stage so that we learn the story through what they say. Click here for an example.

  • An older man sees something strange on his daily walk around the neighborhood and tries to tell a local cop what he saw. You determine what he saw (you'll also need to determine the type of neighborhood and let that come out in the dialogue as well).
  • Two construction workers framing a house. Equally competent, yet something doesn't turn out right. ?Either it stays as is or they tear the house down and start again. Now they need to figure out how to tell the homeowner.
  • Two runners jogging along a well-used path discover a body. They both know the dead person and neither of them like him/her.

Female Business Travel: Is Your Employer Keeping You Safe ...

Today, women hold one in five senior management positions globally and make up 45 percent of the corporate travel market. In other words, there are more women traveling for business than every before. However, organizations still have a long way to go when it comes to providing the right travel safety advice to female employees. Areas of concern include sexual and opportunistic crime, managing cultural sensitivities, and understanding local systems and health risks.

In a recent pre-travel training program for women in business, International SOS found that 75 percent of those surveyed felt that their organization should be more prepared to address the specific travel needs of women.

Compared to 2011, International SOS has seen a 20 percent increase in the number of women travelers calling its Assistance Centres for medical and travel security advice, with 751 women calling in the last two months and 400 in June alone.? ?

With that in mind, here are some health and safety concerns to keep in mind for women traveling abroad:

1. Access to medication which may be in short supply in less-developed or low-income countries

  • Make an appointment with your doctor or travel clinic for a basic checkup at least 6-8 weeks before you depart. If you have an ongoing medical condition, ask your doctor about any additional precautions you?ll need to take while away and find out if any vaccinations or health checks are required for your destination.
  • Always take a medical kit wherever you go, and consider packing medical items in a personal carry-on bag so it will not be affected if checked luggage is lost or delayed. We?d advise you to carry your medication in its original packaging, and keep copies of your prescription with you.
  • Women travelers can be susceptible to urinary infections and thrush, and there can be side effects from certain kinds of malaria tablets. If you think you may be at risk, ask your doctor if you can take some medication with you.

2. Sanitary supplies and contraception

  • If you are due for a period while you are away, it would be wise to take sanitary supplies with you as they may be unavailable in some cultures. Alternatively, you may wish to speak to your doctor about continuing your contraception to avoid having a period while away.
  • If the issue of contraception comes up, make sure that you plan ahead, discuss contraception with your doctor, and consider packing supplies. If you suffer from diarrhea while away, this can interrupt the absorption of the pill and may leave you unprotected.

3.? Risks to personal safety

  • Dress modestly to avoid drawing attention to yourself, avoid wearing expensive jewelery, and respect local clothing customs. If you do receive attention from local men, ignore any propositions or suggestive comments they may make.
  • When walking alone in the street, keep your handbag and luggage away from passing traffic. Familiarize yourself with your itinerary, walk purposefully, and avoid using a map in full view. It is also a good idea to separate your credit cards from your cash; if one source is lost or stolen, you still have a backup.
  • When driving, roll up windows to within a few inches of the top, park in well-lit areas, and always lock your doors.
  • Ensure your hotel room numbers remain confidential. Do not display the room's key tag in public areas, and stress to the front desk that your room number should not be given out to any inquirers. When checking in, ask the receptionist to write the room number down, rather than tell you within earshot of others.
  • Insist that the hotel room has a key chain, deadlock, and spy hole, and that the door and window locks work properly. Never open the door to anyone without taking precautions. If someone claims to be a member of staff, get their name and department and check with reception.

4. Implications for pregnancy while traveling

  • If you?re planning to travel while pregnant, be sure to see your doctor well in advance. Make sure your travel health insurance covers pregnancy-related conditions and neonatal care. It?s also worth checking your airline?s rules for pregnant passengers, as some require a letter from your doctor confirming your stage of pregnancy.
  • Water quality can vary widely, so only drink boiled or bottled water ? and plenty of it - and avoid ice. Avoid any pre-peeled fruit or salad; only eat fruit and vegetables that you?ve peeled and washed yourself.
  • Avoid malarial zones, if possible. Even when taking anti-malarial drugs, pregnant women are particularly vulnerable to the illness, which tends to affect them more severely.
  • Steer clear of destinations higher than 12,000 feet in altitude, as it?s unknown what effects this may have on an unborn baby.

5. Know your surroundings

  • Finding out some information about your destination can be very important, while assumptions can be quite dangerous. Start by finding out which time zone your destination is in early on, so you can start mentally and physically preparing for the adjustment.
  • Have you been there before? Do you know where the office is located and what local contacts will be available to support you? If not, speak to colleagues at home and abroad who may be able to provide you with this information.
  • Some countries offer female-only hotels, which you may prefer to stay in. When booking your hotel room, keep in mind that floors 3-6 give good security, as they?re far enough away from the lobby area but are still reachable by a fire engine in the event of an emergency.
  • Will you be able to review the streets surrounding your hotel and the route to the office in the daylight? An understanding of the basic geography of the city and potential trouble spots may be invaluable, so look up the hotel website and speak to work security experts and people who?ve visited the country before.

Mindreading hormone? A better judge of character with nasal spray?

ScienceDaily (July 30, 2012) ? Ingesting the hormone oxytocin via nasal spray improves the ability to read people's facial expressions. These findings hold great promise for treatment of mental health disorders and drug addiction.

In other contexts, oxytocin is already well-known as the "bliss hormone." The hormone is secreted upon stimulation by touch and is known to result in a feeling of calm and physical relaxation. It is also used to induce labour in childbirth and as an aid for women experiencing difficulties in breastfeeding.

Oxytocin has also been referred to as a "mindreading" hormone. Recent research findings show that there may be some truth to these claims -- although the mindreading component may have a more down-to-earth explanation.

Angry people seemed angrier

As part of a research project carried out by Siri Leknes, a research fellow at the Department of Psychology at the University of Oslo, 40 healthy students were administered nasal spray containing a dose of either saltwater or oxytocin. They were subsequently shown photographs of faces displaying angry, happy or neutral expressions. Some of the photos showed individuals displaying more "hidden" emotional expressions which tend to be picked up at a more subconscious level.

"We found that oxytocin intensified test subjects' awareness of the emotions present in the photos. Faces expressing anger stood out as angrier and less happy, and correspondingly, faces expressing happiness were happier," explains Dr Leknes.

"We know that people express feelings in other ways than through facial expression alone, for example, by means of body language and vocalisation. We presume that our findings also apply for these modes of expression," she adds.

The study receives funding under the Research Council of Norway's Alcohol and Drug Research Programme (RUSMIDDEL).

Greatest effect on those who need it the most

There were two rounds to the experiment to ensure that all student subjects were tested using both salt water and oxytocin -- without letting them know which dose they would be receiving each time.

"It turns out that those with the lowest aptitude for judging emotional expression properly -- that is, those with the poorest scores during the saltwater round -- were the ones who showed the greatest improvement using oxytocin. This is really fascinating; the people who need it the most are thus the ones who get the most out of using the hormone," Dr Leknes points out.

Based on previous research along with her own findings, Dr Leknes believes in oxytocin's potential as a supplementary treatment for people suffering from mental health disorders or drug-dependency. In fact, nearly all mental health disorders involve a diminished ability to recognise the feelings of others. The same applies for drug abusers.

"Oxytocin will not be a cure-all for mental illness or drug addiction, but it may be of use as a supplementary treatment. It may make individuals better equipped to interpret the signals of others around them, which may improve how they function in social settings," Dr Leknes explains.

Testing for treatment of drug abuse up next

Oxytocin nasal spray is available via prescription and is relatively safe when used as directed. Side effects are extremely rare. According to Dr Leknes, doctors are already allowed to prescribe oxytocin for the treatment of various problems associated with social functionality such as autism.

"In such cases, however, it's a matter of isolated treatments which are not evaluated as a whole. It is important that we research this to gain greater insight into the effect," she points out.

Siri Leknes and her colleagues are now hoping to take their efforts a step further and examine how well oxytocin works as a supplementary treatment for drug abusers.

"If it turns out that our assumptions are correct, then we may be able to come up with a simple treatment that would mean a great deal for people who find it difficult to pick up on the social cues of their peers," says Dr Leknes.
