Help for cardiac arrest patients -- fast and without electricity

ScienceDaily (June 29, 2012) ? Textile cooling pads may be used in future to prevent neurological damage after successful resuscitation following a heart attack. The system developed by scientists from the Hohenstein Institute in B?nnigheim requires no electric power, making it ideal especially for first aid in case of cardiac arrest.

For what can be done when for example a traveller collapses on a bus, train or aeroplane? Every year, 375,000 people suffer a cardiac arrest in Europe alone. The heart suddenly starts beating uncontrollably, the pulse becomes irregular. Within a few seconds the patient becomes unconscious and breathing and heartbeat stop. For those affected, every second counts from this point on, because the patient's chances of survival decrease by ten percent with every second that passes until reanimation. Defibrillators have now become mandatory in public buildings and public transport. They use electric shock to restart the heartbeat. For most cardiac arrest patients, however, even successful reanimation is merely a partial success -- only a few patients survive this life-saving measure without consequential neurological damage. This is due to parts of the brain possibly sustaining lasting damage caused by the lack of blood flow and oxygen supply during the period until the ambulance arrives. This often results in the affected becoming invalid.

To avoid this type of brain damage in future, scientists from the faculty of Hygiene, Environment & Medicine at the Hohenstein Institute have developed a new therapy method for first aiders. In the framework of a research project supported by the state of Baden-W?rttemberg for the competition 'Biotechnology and medical technology', the scientists lead by Prof. Dr. Dirk H?fer developed the prototype of a textile cooling vest. The new type of medical product promises improved acute treatment for cardiac arrest by very quickly cooling down the patient's body.

It has been known for a long time that cooling can protect the brain against the dreaded oxygen deficit during a lack of blood flow. Targeted lowering of the temperature inside the body to 32 ?C to 34 ?C has been proven to protect the brain against irreparable neurological damage. This simple but extremely effective therapy principle was used by the Hohenstein scientists. They started by developing water-proof and absolutely airtight textile hollow fabric -- so-called cooling pads. These were equipped with appropriate connection options and integrated into a vest. The cooling pads are connected to a metal container under vacuum pressure containing a special mineral (zeolite). When an interposed valve is opened, the water in the pads is instantly cooled down to nearly freezing (see info box), very effectively draining body heat from the patient's body at the same time. The cooling system based on zeolite/water adsorption technology has a simple design and allows drastic lowering of the core body temperature after occurrence of a cardiac arrest at any time and in any place -- without electric power! In future the self-sufficient cooling pads are intended to complement mobile defibrillators (with automated ECG analysis) for use by first aiders without medical knowledge e.g. in public buildings and public transport. For patients with cardiac arrest this means a much better chance of sustaining only minor consequential damage.

With this product the Hohenstein researchers have managed to develop a new non-invasive method for surface cooling of the body. That means no surgical procedure is required and in contrast to conventional cooling systems it can be used directly at the place of emergency without any power source. "The cooling pads harbour enormous potential in the neurological rehabilitation after cardiac arrests," explains Prof. Dr. Dirk H?fer. "In addition to the benefits for the affected individual, every prevented case of invalidity is also a great financial advantage for the general public." Even though the researchers are looking for an industrial partner for production and sales of the cooling pads for the time being, they are already contemplating other innovative applications for textile cooling and heating processes in medicine.

Zeolite/water adsorption technology Zeolites are natural silicate minerals. Under vacuum they have the property of adsorbing polar molecules such as steam. Evaporation enthalpy significantly cools down the remaining water within a few minutes. The process of cooling generation can be activated at any time by opening a valve and continues until the zeolite is saturated with steam.

Brain damage from lack of blood flow A number of harmful reactions are triggered when the brain does not receive enough oxygen as a result of a circulatory problem (ischaemia). This includes e.g. the formation of free radicals and toxic metabolism products. Targeted lowering of the core body temperature to 32 ?C to 34 ?C has been proven to protect the brain against irreparable neurological damage. In medical terms this form of therapy is referred to as 'therapeutic hypothermia' and it is used as a standard treatment in hospitals in the form of cooling blankets and cold drip solutions. Outside of intensive care units, however, especially at emergency sites, therapeutic hypothermia has not been applied until now. That means that precious time passes between receipt of the emergency message until arrival of adequate help at the site of emergency (rescue time in Baden-W?rttemberg: 10-15 minutes). The early time window directly after occurrence of the circulatory disturbance is therefore crucial because studies show that tissue damage is directly proportional to the duration of the lack of oxygen. The earlier heart attack patients are cooled down, the better therefore their chances of survival and the greater the possibility of full recovery.

the answer is easy. You can't keep territory acquired through war. It doesn't matter if it was a defensive war. Egypt wants to renew hostilities, fine. Doesn't change anything about the legal status of the Sinai.

And if the question is somehow directed at the Egyptians, as a warning to them that Israel was so charitable in returning the Sinai, and that it has lived up to its part of the bargain, so to speak, and that Israel is thumping its chest over how easily it might retake the Sinai in a war, then this is actually a more petty, foolish brush with war than the Egyptian calls to "revisit" the treaty, because it threatens Egypt's territorial integrity, which is the most basic casus belli.

All in all, a worthless retort in response to Egyptian reservations over the peace deal. No one in Egypt is going to start a war with Israel, and if they threatened one, talking about the Sinai as if it ought to be Israel's or as if Israel welcomes war is ridiculous.

Also, when they talk about canceling the peace deal with Israel in Egypt, it's awfully clear what fuels the rhetoric. Populists, Pan-Arab nationalists and Islamists stoke fires with Israel over the Palestinian issue. Egypt has no beef with Israel, other than using it as an excuse to assert leadership in the Arab world, and that is a far less useful or relevant tool than it was in the 50s, 60s and 70s, as the Saudis--and the Egyptians themselves--have proven.

In this regard, it may be useful to have some inward examination. The average Egyptian isn't interested in an Islamic Caliphate or in using Egyptian blood and treasure to sink Israel into the sea. But sympathy with the Palestinians remains. That was one of Sadat's token provisions in the 1979 agreements, a provision for Palestinian autonomy, which was never implemented and which is seen as remaining unimplemented in spite of Oslo, because the issue is of Palestinian self-determination is completely at a halt.

One of the problems with a peace treaty, without a dedication to peace, is that if violated the non violating party has twp responses, accept the violation (surrender) or war.
Nobody will back an Israeli demand for the return of the Sinai. A reality Israel should remember when dealing with abbas/hamas/plo/fatah

I do not know that the world really cares about issues of territorial integrity. I do not remember great cries against Turkey invading the waters of Israel in the problem of the Mavi Marmara. Even today, Turkey want an apology - this is backwards. When Hamas shoot bombs into Sderot or Ashkelon, the only report you will read in international news is if Israel try to defend herself, and then somehow it is our fault. Would anyone dare to tell America that it needs to free Guam, Philippines and Puerto Rice, captured in the Spanish American War? Of course not. Israel is held to a different standard.

I remember finishing my army service in 1977 and spending a month camping with friends in the Sinai. It is an incredible place, especially to see it just before the Pesach. While it may have been the correct thing to do to exchange it for peace at the time, it is so much a shame that we can no longer go there.

However, if the Egyptian do not put Sinai back to proper control, if they allow the Hamas from Gaza or even Beduoins or Egyptians to use the Sinai to attack land or people or ship access to the Red Sea/Gulf of Eilat, then we would have to consider this an act of war and respond.

Please understand that I do not want another war. In war there are no winners. But Egypt must take responsibility for their action or inaction. If they can not or will not then Israel must.

If you can't keep land taken in war,,,, does tht mean that all our land taken by ROME must be returned to the Israelite peope ?? That would include the land on the other side of the Jordan river that the Bridish gave to a tribe from the southern arabian lpeninsula, as well as the Sinia because at the time of the Roman conquest it WAS OUR land !

It is worth mentioning (re: I Tick's comment re: sympathy with the Palestinians) that when Israel gave the Sinai back to Egypt (in return for...) Israel offered to also give Egypt back the Gaza Strip, and Egypt refused it. Seems they were having some problems with terrorists coming from the Strip, and didn't want to be saddled with it. Sympathy? We may close the crossing to Gaza on one side, but who has completely cut Gaza off on the other? Why isn't Egypt sending truckloads of food, clothing, building materials &tc. into Gaza at least at the rate that Israel does? Why doesn't Egypt allow the Gaza-residing Palestinians to enter Egypt for humanitarian reasons as Israel does, for instance for medical care or to attend university? Whatever the 'common man' in Egypt has a problem with regarding Israel, to say it is about how Israelis treat the Palestinians is foolish and ignorant.

First and foremost: the Sinai never belonged to anyone legally. It was captured by Israel in the Six Day War but never annexed or made part of Israel (except it was great to travel and tour around and camp out there and see the oil wells etc). When Israel 'gave back' the Sinai for a 'peace/piss treaty (as Anwar Sadat called it in the Knesset) it was not Israel's to give to Egypt nor Egypt's to receive. So where does that leave us. We have learned nothing from history -past or current! The Gaza strip area is not 'hamas land', Sinai is ruled by Bedouin tribes/gangs who are the worst criminals -rip out body parts to sell to anyone who is willing to pay for them and then we ask re the ethics of those physicians who 'install' them), who blow up pipelines, who rob and steal at will etc.
So where does that answer your question. We are headed to war again in our area with Egypt, Jordan, Lebanon, Gaza and others occupied by hostile people who would kill each other (Syria, Libia, Egypt) at will. It will probably take a war to decide but if Egypt breaks the so called piss-treaty then where do we go and how do we do it. Pesach

A Response to Slate: How the recent article on technology misses ...

Ah, summer. A great time to kick back, relax, and have time to write reactions to things that bug me.

I read through the article on Slate titled ?Why Johnny Can?t Add Without a Calculator??and found it to be a rehashing of a whole slew of arguments that drive me nuts about technology in education. It also does a pretty good job of glossing over a number of issues relative to learning math.

The problem isn?t that Johnny can?t add without a calculator. It?s that we sometimes focus too much about turning our brain into one.

This was the sub-heading underneath the title of the article:

Technology is doing to math education what industrial agriculture did to food: making it efficient, monotonous, and low-quality.

The author then describes some ancedotes describing technology use and implementation:

  • An experienced teacher forced to give up his preferred blackboard in favor of an interactive whiteboard, or IWB.
  • A teacher unable to demonstrate the merits of an IWB beyond showing a video and completing a demo of an electric circuit.
  • The author trying one piece of software and finding it would not accept an answer without sufficient accuracy.

I agree with the author?s implication that blindly throwing technology into the classroom is a bad idea. I?ve said many times that technology is only really useful for teaching when it is used in ways that enhance the classroom experience. Simply using technology for its own sake is a waste.

These statements are true about many tools though. The mere presence of one tool or another doesn?t make the difference ? it is all about how the tool is used. A skilled teacher can make the most of any textbook ? whether recently published or decades old ? for the purposes of helping a student learn. Conversely, just having an interactive whiteboard in the classroom does not make students learn more. It is all about the teacher and how he or she uses the tools in the room. The author acknowledges this fact briefly at the end in arguing that the ?shortfall in math and science education can be solved not by software or gadgets but by better teachers.? He also makes the point that there is no ?technological substitute for a teacher who cares.? I don?t disagree with this point at all.

The most damaging statements in the article surround how the author?s misunderstanding of good mathematical education and learning through technology.

Statement 1: ?Educational researchers often present a false dichotomy between fluency and conceptual reasoning. But as in basketball, where shooting foul shots helps you learn how to take a fancier shot, computational fluency is the path to conceptual understanding. There is no way around it.?

This statement gets to the heart of what the author views as learning math. I?ve argued in previous posts on how my own view of the relationship between conceptual understanding and learning algorithms has evolved. I won?t delve too much here on this issue since there are bigger fish to fry, but the idea that math is nothing more than learning procedures that will someday be used and understood does the whole subject a disservice. This is a piece of the criticism of Khan Academy, but I?ll leave the bulk of that argument to the experts.

I will say that I?m really tired of the sports skills analogy for arguing why drilling in math is important. I?m not saying drills aren?t useful, just that they are never the point. You go through drills in basketball not just to be able to do a fancier shot (as he says) but to be able to play and succeed in a game. This analogy also falls short in other subjects, a fact not usually brought up by those using this argument. You spend time learning grammar and analysis in English classes (drills), but eventually students are also asked to write essays (the game). Musicians practice scales and fingering (drills), but also get opportunities to play pieces of music and perform in front of audiences (the game).

The general view of learning procedures as the end goal in math class is probably the most destructive reason why people view math as something acceptable not to be good at. Learning math this way can be low-quality because it is ?monotonous [and] efficient?, which is not technology?s fault.

One hundred percent of class time can?t be spent on computational fluency with the expectation that one hundred percent of understanding can come later. The two are intimately entwined, particularly in the best math classrooms with the best teachers.

Statement 2: ?Despite the lack of empirical evidence, the National Council of Teachers of Mathematics takes the beneficial effects of technology as dogma.?

If you visit the link the author includes in his article, you will see that what NCTM actually says is this:

?Calculators and other technological tools, such as computer algebra systems, interactive geometry software, applets, spreadsheets, and interactive presentation devices, are vital components of a high-quality mathematics education.?

?and then this:

?The use of technology cannot replace conceptual understanding, computational fluency, or problem-solving skills.?

In short, the National Council for Teachers of Mathematics wants both understanding and computational fluency. It really isn?t one or the other, as the author suggests.

The author?s view of what ?technology? entails in the classroom seems to be the mere presence of an interactive whiteboard, new textbooks, calculators in the classroom, and software that teaches mathematical procedures. This is not what the NCTM intends the use of technology to be. Instead the use of technology allows exploration of concepts in ways that cannot be done using just a blackboard and chalk, or pencil and paper. The ?and other technological tools next to calculators in the quote has become much more significant over the past five years, as Geometers Sketchpad, Geogebra, Wolfram Alpha, and Desmos have become available.

Teachers must know how to use these tools for the nature of math class to change to one that emphasizes mathematical thinking over rote procedure. If they don?t, then math continues as it has been for many years: a set of procedures that students may understand and use some day in the future. This might be just fine for students that are planning to study math, science, or engineering high school. What about the rest of them? (They are the majority, by the way.)

Statement 3: ??the new Common Core standards for math?fall short. They fetishize ?data analysis? without giving students a sufficient grounding to meaningfully analyze data. Though not as wishy-washy as they might have been, they are of a piece with the runaway adaption of technology: The new is given preference over the rigorous.?

If ?sufficient grounding? here means students doing calculations done by hand, I completely disagree. Ask a student to add 20 numbers by hand to calculate an average, and you?ll know what I mean. If calculation is the point of a lesson, I?ll have students calculate. The point of data analysis is not computation. Just because the tools take the rigor out of calculation does not diminish the mathematical thinking involved.

Statement 4: ?Computer technology, while great for many things, is just not much good for teaching, yet. Paradoxically, using technology can inhibit understanding how it works. If you learn how to multiply 37 by 41 using a calculator, you only understand the black box. You?ll never learn how to build a better calculator that way.?

For my high school students, I am not focused on students understanding how to multiply 37 by 41 by hand. I do expect them to be able to do it. Usually when my students do get it wrong, it is because they feel compelled to do it by hand because they are taught (in my view incorrectly) that doing so is somehow better, even when a calculator sits in front of them. As with Statement 3, I am not usually interested in students focusing on the details of computation when we are learning difference quotients and derivatives. This is where technology comes in.

I tweeted a request to the author to check out Conrad Wolfram?s TED Talk on using computers to teach math, and asked for a response. I still haven?t heard back. I think it would be really revealing for him to listen to Wolfram?s points about computation, the traditional arguments against computation, and the reasons why computers offer students new opportunities to explore concepts in ways they could not with mere pencil and paper. His statement that math is much more than computation has really changed the way I think about teaching my students math in my classroom.

Statement 5: ?Technology is bad at dealing with poorly structured concepts. One question leads to another leads to another, and the rigid structure of computer software has no way of dealing with this. Software is especially bad for smart kids, who are held back by its inflexibility.?

Looking at computers used purely as rote instruction tools, I completely agree. That is a fairly narrow view of what learning mathematics can be about.

In reality, technology tools are perfectly suited for exploring poorly structured concepts because they let a student explore the patterns of the big picture. The situation in which ?one question leads to another? is exactly what we want students to feel comfortable exploring in our classroom! Finally, software that is designed for this type of exploration is good for the smart students (who might quickly make connections between different graphical, algebraic, and numerical representations of functions, for example) and for the weaker students that might need different approaches to a topic to engage with a concept.

The truly inflexible applications of technology are, sadly, the ones that are also associated with easily measured outcomes. If technology is only used to pass lectures and exercises to students so they can perform well on standardized tests, it will be ?efficient, monotonous, and low quality? as the author states at the beginning.

The hope that throwing calculators or computers in the classroom will ?fix? problems of engagement and achievement without the right people in the room to use those tools is a false one, as the author suggests. The move to portray mathematics as more than a set of repetitive, monotonous processes, however, is a really good thing. We want schools to produce students that can think independently and analytically, and there are many ways that true mathematical thinking contributes to this sort of development. Technology enables students to do mathematical thinking even when their computation skills are not up to par. It offers a different way for students to explore mathematical ideas when these ideas don?t make sense presented on a static blackboard. In the end, this gets more students into the game.

This should be our goal. We shouldn?t going back to the most basic textbooks and rote teaching methods because it has always worked for the strongest math students. There must have been a form of mathematical Darwinism at work there ? the students that went on historically were the ones that could manage the methods. This is why we must be wary of the argument often made that since a pedagogical method ?worked for one person? that that method should be continued for all students. We should instead be making the most of resources that are available to reach as many students as possible and give them a rich experience that exposes them to the depth and variety associated with true mathematical thinking.

A new website created by a British teenager highlights the dangers of revealing private information on social networking services.

We Know What You?re Doing exposes the comprising status updates of Facebook and Foursquare users who haven?t set their accounts to private.

?I?m getting so mad right now I hate my boss Jay I hope he dies better yet I feel like killin him,? says Anastasia R, while Thomas L announces that it ?feels great to be not hungover for first Friday in ages?.

WKWYD?s search tool scours Facebook and Foursquare for key words such as "hungover" and ?cannabis? and divides the findings into four categories: ?Who wants to get fired??, ?Who?s hungover??, ?Who?s taking drugs?? and ?Who?s got a new phone number??.

The so-called ?social networking privacy experiment? is the brainchild of 18-year-old web developer Callum Haywood. The British teenager's creation is proving incredibly popular. According to Haywood?s Twitter feed, WKWYD attracted over 100,000 people in its first 27 hours.

?I created the website to make people aware of the issues that is created when they post such information on Facebook without any privacy settings enabled,? Haywood told CNN. ?The people featured on the site are most likely not aware that what they post as ?public? can be seen by absolutely anybody, and that Facebook will happily give away this information to other websites via its Graph API.?

While those featured on WKWYD may be surprised to find themselves on the site, the web developer hasn?t used any published information that users haven?t already revealed publicly.

In a post on its website, computer security site Sophos claims that there?s ?nothing slimy or hackerish? about Haywood?s experiment.

Sophos also argues that the responsibility for potentially damaging status updates lies not with Facebook, but with users. ?At the very least, people have got to start paying attention to Facebook's privacy settings.?

Social media expert Jenna Price agrees. ?You need to be really careful of your online presence because it?s your reputation,? says the University of Technology Sydney academic. ?When you go online and trash your reputation, and you do it yourself, you?ve only got yourself to blame.?

According to the University of Technology academic, the public have been given countless warnings about the dangers of failing to protect their privacy online, but many have failed to heed the warnings. To Price, WKWYD? is using humour deliver an important message. ?I think if it draws attention to complete abject stupidity that?s a good thing.?

WKWYD is not the first site to highlight the risks of oversharing online. Please Rob Me collated public check-ins from social networking services to announce when users would be away from home. Another social media aggregator, Openbook, makes it possible to search public Facebook status updates in real time.

By contrast to Please Rob Me and Openbook, WKWYD is careful not to reveal too many details about the people it features. Haywood only lists users by their first name and doesn?t link to their profiles.

There was some good news today for those who have been caught out by WKWYD. Haywood took to Twitter to announce that he will introduce a new feature tomorrow which will allow anyone featured on the site to request the removal of their post.

To avoid having your private thoughts exposed on WKWYD, Haywood recommends that users head to Facebook?s privacy setting ?and make sure Control Your default Privacy is not set to ?Public??.

DC's Potential Warren Buffet Problem | DC Fiscal Policy Institute

Should so-called ?angel investors? in technology companies pay the lowest income tax rate in the city? Today, the DC Council?s Committee on Finance and Revenue marked up a bill that would do exactly that.? Bill 19-764, the ?Technology Sector Enhancement Act of 2012,? would lower the income tax rate for gains on such investments to three percent. DCFPI testified against this provision of the bill. Our testimony follows:?

This proposal represents a dramatic change in tax policy.? It would set the income tax rate for gains on such investments at 3 percent, a reduction of two-thirds from the existing 8.95 percent top income tax rate on such gains.? This would set a tax rate on investment income even below the 4 percent income tax rate paid by workers in the lowest tax bracket.? It would create DC?s version of the ?Warren Buffet Problem,? with low-paid workers in the city paying a higher income tax rate than some of the highest-income investors.

Such a dramatic change in tax policy ? setting a tax rate on investment income that is lower than even the lowest tax rate on employment income ? can be justified only if there is clear evidence that it will have positive effects.? Yet there is no such evidence, and in fact there are several reasons to suggest that this tax break would not be effective. Beyond that, there are significant problems with the design of this tax break.? For these reasons, the DC Council should reject this tax change, or at most refer it to the Tax Revision Commission for review.

This proposal is unlikely to lead to substantial new investment in high-tech companies.? Investors make decisions to invest in a particular company based on the riskiness of the investment and the possible rate of return, not the tax rate.? Lowering the tax rate will not turn a bad investment into a good one.? Consider being offered a chance to invest tax-free in a risky company with a modest expected rate of return, or to make a taxable investment in a less-risky company with a higher expected rate of return.? Paying taxes on a substantial gain is much better than paying no tax on a small gain.?

Beyond that, this tax break only applies to DC residents who invest in DC high-tech firms.? Yet any company looking for venture capital will need to look far and wide. The likelihood that a DC start-up company would be able to have its entire capital needs met by DC residents is slim.? This means that the proposed tax break, even if you believe it will act as an incentive, will probably not do much to meet the overall capital needs of high-technology companies.

These are the main reasons that this proposed steep reduction in taxes on investment income would be unlikely to have a marked impact on DC?s high-tech sector.? These are strong reasons to reject this bill.

Beyond these concerns, there are significant flaws in the design of this legislation.? First, the bill seems to offer the low capital gains tax rate to both individuals and businesses, including venture capital companies.? Given that such companies already exist knowing that they have to pay taxes on their gains, there is no reason to provide a steep tax break to venture capital firms.

Second, the bill would offer the tax break to investments that have already been made. If the goal is to incentivize new investments, the tax reduction should be limited to new investments made after passage of the law, by individuals who have not invested in the same company in the past.

Third, describing this legislation as ?angel investor? incentives is a misnomer, because tax breaks would not be limited to investments in young firms that are trying to grow. Instead, the bill would provide a steep tax break for investing in any high-tech company, regardless of how large or well established it is.?

Fourth, the bill would provide much deeper tax breaks than angel investor tax breaks offered in many states.? A review of a nine ?angel investor? laws shows that none offers a two-thirds tax break.? Instead, it is more common to offer a tax break of 25 percent, which in DC would translate into a rate cut of 2.25 percent instead of nearly 6 percent as is proposed in the DC bill.? Moreover, many states place a cap on the total amount of tax benefits, but the DC bill has no such cap.

Finally, it is important to note, as we have been discussing today, the District already provides very substantial tax subsidies to new high-technology companies, and it is negotiating a subsidy deal with LivingSocial.? Heavy subsidies to both the technology companies themselves and to the investors in these companies seem excessive.

We urge the Council to reject this portion of the bill 19-764.?

Erica Lee: How to Keep a First Grader Off Death Row ? Off the Kuff

The following is from a series of guest posts that I will be presenting over the next few weeks.

It is the beginning of the school year and excitement is in the air. Children are looking for their classmates in the hall. Parents are tucking in shoelaces and zipping backpacks. Teachers are taking one last look at the classrooms and organizing their supplies. Finally, students enter a wonderful first grade teacher?s classroom with pep in their step. The smiles are bright and everyone is filled with anticipation for another school year, an opportunity for excellence, a chance to help a child reach his or her full potential. As the first grade teacher begins to call the roll, and each child nods, raises a hand or answers, one question should be on the mind of school board members, community advocates, voters and even parents: How do we keep these first graders off Death Row?

Typically, when educational achievement is discussed, it becomes a dialogue about numbers, passing tests (See recent STAAR results), graduation rates (Black/Latino achievement gap) and college preparedness (College readiness data). Our leaders often speak of the positive academic goals we are trying to achieve in our education system; however, it seems like these statements fall on deaf ears or at least dispassionate ones. I believe adults/voters would put more energy into fixing education if they thought about the negative outcomes and costs to society that they personally wanted to avoid. It is a human nature to be more concerned about yourself than about a child you have never met. So, why don?t we speak about providing quality education as something that can prevent bad things from happening to good people ? the good person being you, of course. It?s kind of like how brushing your teeth regularly can prevent tooth decay, or at least smelly breath for people in close proximity. For our children, the negative consequences for a failed education system include illiteracy, juvenile delinquency, under-employment, unemployment, drugs, felonies, and in the worst case scenario ending up on Death Row. These affect you whether or not you have children because Texas spends more money to lock someone up than it does to properly educate a child ? $8,562 per pupil for education versus $18,031 per prisoner ? and that?s in addition to police enforcement, SNAP, Medicaid, the war on drugs, lost taxes and lost lives.

You see the thing is there is a profile for the life history of many of the people who end up on Death Row or life without parole and much of that history starts in early childhood. The answer may be easier than we think. Attorney David Dow, who has defended over 100 Death Row in Texas over the past 20 years, describes the common background of his clients:

?Over 80% of the people on death row came from the same sort of families, had the same background, exposure to the juvenile justice system and were under-educated?the best possible version for their story would be a story where no murder ever occurs (paraphrase).?

Dr. Dow asks the question, ?How can we intervene in the life of a murderer before he or she becomes a murder?? I ask you the same question rephrased as ?how do we keep a first grader off Death Row??

It is my belief that just like any challenge if we know the root causes then we are foolish to not attack it with all of our effort. For most major illnesses, researchers typically want to find the root cause and prevent the disease from ever developing. The prevention strategy is known to be more effective for long-term survival and often even more equitable. While we know many of the root causes that lead to poor academic achievement, slow language development, diet, poverty, family education attainment, access to books and experiences, for some reason we choose not to attack those with our best vaccine. We choose not to invest all we can in a child?s early years even when we know it will pay multiple dividends for decades to come. For some reason, it is easy to ignore those bright-eyed hopeful young children be they toddlers or first graders. While adults will readily form neighborhood watches, pay for alarm systems and attend community meetings on how to reduce crime, we rarely invest the same time and attention to the prospect of investing in our children.

So, how do we keep a first grader off of Death Row? We must invest early and often in their social, emotional and academic development In a state where only 14% of our 3 year-olds are enrolled in pre-k or Head Start (Children?s Defense Fund) and over 25.7% are in poverty, we must find ways to support early childhood education that help our children build a strong foundation. During my time as a first grade teacher, I noticed a distinct difference in the cognitive development between those children who received early childhood education and those who had not. The children who had attended such programs often had a wider vocabulary and grasped concepts at a faster pace. And, once the gap of development and knowledge begins then it becomes ever harder for a child to catch up. And, if they never catch-up with their peers (now global) then in the worst case scenario, someone is murdered and that child ends up on Death Row.

Maybe, if we thought about quality education and investment in our children as a matter of life and death we would not have stood more than $5 Billion in education cuts during the 82nd Texas Legislative Session. Maybe, if we truly believed in education, we would occupy our school buildings and board meetings to ensure that all children were given the opportunity to learn. Education is a matter of life and death?better health, economic and family outcomes increase almost lockstep with the level of education attained. It is not just about keeping an innocent child from eventually ending up on Death Row; but, it is about the community that we envision where the American Dream still lives.

Mathematically, scientifically, and fundamentally, it makes sense to work on prevention rather than the treatment after the disease of poor academic achievement has taken hold. But psychologically, our society seems to spurn prevention for bigger, more costly solutions. I am encouraging you to fight to prevent poor academic outcomes; we must turn the tide against stop gap solutions in our education system. Support candidates and organizations that will work to invest early and often in to the education of our children. Lend your voice, vote and effort to this cause; because, in a country that imprisons more than 2.3 million people and holds 25% of the world?s prisoners (leading all nations), our investment in our children, will determine whether we produce children of infinite destiny or more prospects for Death Row.

CEO Of London?s Tech City Project Departs, As Global Tech Race Heats Up

220px-Eric_van_der_KleijEric van der Kleij is to depart his post as CEO of the UK's Tech City Investment Organisation (TCIO) after his two year contract comes to an end this Summer. The TCIO was set up by the UK government to promote East London's pre-existing cluster of technology startups and is just one of hundreds of similar initiatives around the world where a city is promoted as a 'tech city'. It's a natural course to take, given that tech is one of the few economic areas growing during a downturn in developed economies. Even tech-obsessed San Francisco itself is thinking that way. A TCIO spokesperson told us it plans to advertise the positions "in the next couple of weeks". Mr. van der Kleij will go part-time from the end of July and steps down formally in September. TCIO now plans to split his role into two, a CEO and a Deputy CEO. Both positions have yet to be filled. The CEO will be external-facing, promoting the East London hub, while their Deputy will organise events and promote the tech community on the ground in London. Sources told us Mr. van der Kleij had been too stretched trying to fulfil both roles.

This department also manages services and payments nationally, including Medicare, Centrelink, and Child Support. Combined, these services reach thousands of Australians?nationally.?

The integration of more connected and widely available communications tools will allow the government to connect more readily with its citizens to handle specific issues regarding any and all of these services. Anything that can be done to speed up practices in government will be a good thing, because they have plenty on their plate every day as it is.

The money should pay for itself in a reasonable period of time, too. Investing in unified communications means saving money otherwise spent on travel. With emote communications capabilities, including video conferencing, the Australian government should be able to getmore things done with less gas usage and so on.

SCOTTSDALE, Ariz. More than 40,000 student athletes in Arizona have taken advantage of computerized baseline concussion evaluations offered by Mayo Clinic in the program's first year. That amounts to nearly 40 percent of the state's roughly 100,000 high school athletes. Baseline concussion evaluations measure how the brain is working before injury, and are mandatory tests for professional and college athletes.

Mayo covers the cost of the cognitive evaluations for all high school and junior high school-aged interscholastic and club athletes in the state. The program was made possible through the support of benefactors and Mayo Clinic.

The test takes 8? minutes to complete, and athletes or their parents can share the results with health care providers of their choice. After a concussion, the test can be repeated to determine if there has been a change in the cognitive capabilities of the athlete and, once symptoms have resolved, the test can be repeated to determine whether the athlete has returned to pre-injury baseline. The results of this test, combined with a thorough neurological evaluation, ensure that the health care provider can make an informed and objective determination on when and whether the athlete can safely resume normal activities and in the case of student athletes, when they can return to their sport.

"The diagnosis of concussion, assessment of its severity and knowing when an athlete can return to physical activity, competition, work or school is not always clear," says Mayo neurologist David Dodick, M.D., at Mayo Clinic in Arizona and president of the American Headache Society. "Having a baseline concussion assessment for each athlete will assist in a physician's ability to identify and quantify a change in brain function, and determine if and when the athlete has returned to his or her baseline."

After a concussion, if an athlete continues to play or returns to play too early, there is a significant risk of experiencing another concussion. Dr. Dodick adds.

"Repeat concussions may take longer to resolve and come with a risk of permanent neurological damage or, rarely, death," he says. Children, adolescents and female athletes appear to be at a higher risk for concussions, and may also take longer to recover.

While the importance of baseline testing is clear, the results should be used with a comprehensive neurological evaluation. Although the majority of concussions resolve relatively quickly, some athletes may experience symptoms that may persist for months or longer. The medical care and rehabilitation of these athletes is best achieved by a multidisciplinary team of health professionals with expertise in the evaluation and management of concussions.

Providing this baseline assessment also highlights the importance of safeguarding the brain health of young athletes.

"We are pleased that so many parents, coaches, trainers and students have seen the importance of baseline testing and have opted for this free testing," Dr. Dodick says. "But there is still a long way to go; hopefully, this initiative will be a significant step toward having all youth and adults throughout our state who are involved in competitive or recreational sporting activities establish a baseline."

The baseline concussion testing initiative began soon after the passage of Arizona Senate Bill 1521, which requires that high school athletes who have sustained a concussion be ineligible to return to play until a licensed health care provider has cleared them to return. The law also requires schools to educate coaches, students and parents about the dangers of concussions.
